Oil Law More Arguements + Accusations
Abdel Alhadi Ahassani, Vice Chairman of the Committee on the oil and gas in Parliament yesterday accused the Iraqi Kurdistan Alliance of obstructing the approval of the draft law of oil and gas, pointing out that this action crosses the Iraqi constitution.
While MP Mahmoud Othman denied that accusation in a statement to "Azzaman", saying that all the blocks bear the responsibility for the delay, although it is difficult to put the blame on a single bloc. Othman revealed in his statement that Prime Minister Nouri al-Maliki and President of the Kurdistan Regional Government Nnigervan Barzani had agreed in Baghdad on forming a high political body composed of Al-Maliki , Nnigervan Barzani, two Prime Minister deputies and Rosnori Shaways as representative of the head of the Kurdistan region in order to reach a deal on the law. Agreement of the other blocs on the deal will be pursued before putting the law for voting before Parliament.
Alhassani said that they believe that the Kurdistan Alliance is trying to delay ratification of the oil and gas law because it will imply the cancellation of contracts concluded by the Kurdistan Regional Government with foreign companies, which would put the Government in the territory in great embarrassment and result in the loss of substantial funds.
Regarding the demands of the Kurdistan Alliance Otman said: " We demand the unification in one law the draft law of oil and gas issued in February 2007, the law of a bill of oil revenues of June 2007 and the Bill National Oil Company with its supplements, (and unified law is) to be presented to Parliament".
So here we go again.

Not a lot of time to hash out disagreements. Immense pressure is being placed on GoI to get this law passed by the end of July.

last i read they were not going to even try to put this law into effect till oct. i do not think they will make the july due date. my own feelings not till next year before they hash out all the problems for the hcl.

They are paralyzed with acromny and indecision. They bicker about things that should have been settled in conference. They won't settle this until next year, when the oil price bubble plunges and then they will blame each other for the delay and the loss of revenue. They are like spoiled children. IMHO.
