This is an important turning point in the history of our country and oil industry.

I am taking the liberty of updating you with the latest developments (my apologies for using English language due to typing constraints):

- Those colleagues who attended the meeting with minister Shahrastani 13th June should remember his answer to a question as to how the IOC to be awarded a service contract will work with existing responsibilities of SOC & NOC.

He said that may be they form a joint operating company! In his press conference of 30th June, he mentioned a local participation of 25%! It means that the national role will be an ownership of 25% of the new venture! The IOC will be the OPERATOR.

- In the official letter sent by the Ministry few days ago to the prequalified companies, it says the following and I quote:

“Certain rules will be applied to operatorship requirements (e.g. IOCs wishing to operate the Kirkuk field will have demonstrated expertise in large scale, sour gas production operations) and to bidding consortia regarding minimum participation levels, bidding restrictions, guarantees, etc. Successful bidders will, of course, comply with applicable laws and regulations in respect of cooperate structure, domicile, by-laws, etc.)

I am also stating below parts of an interview conducted with minister Shahrastani and published 17th July in the International Oil Daily:

“He added that technical support contracts (TSC) for five producing fields could still be signed with six international majors if they do not overlap with the new contract awards.

The oil ministry in June signed a contract with consultant Gaffney Cline and Associates to help package the data for the eight fields, some of which will be made available to bidders online. The consultant will also help finalize the model Producing Field Technical Service Contract that will be used for the 20-year deals.

“Once the data packages are out, we will start focusing on a second and third round which could include discovered but non developed fields, exploration blocks as well as some producing fields,” al-Shahristani said.

“I agree it is ambitious, but we are talking about producing fields where production and other data are already available and most companies have enough information, so one year is enough,” al- Shahristani said.

Separately, ministry officials told International Oil Daily that the firms may be divided into three categories. One category could bid for all oil and gas fields, another for all fields except Kirkuk — a complex field because of its fractured reservoir and sour gas — and a third only as part of a group.

Companies that win contracts will be expected to submit development plans within six months of getting government approval and to boost production capacity to defined targets within the first three years, or by the start of 2013.

The target increases are 200,000 barrels per day for Kirkuk, 100,000 b/d for Bai Hassan, 800,000 b/d for Rumaila north and south, 250,000 b/d for Zubair,

150,000 b/d for West Qurna and 150,000 b/d for the Missan fields.

Right now, the six fields are together producing some 2.1 million b/d. Iraq’s five-year plan aims to lift national production capacity to 4.5 million b/d by 2013 from 2.5 million b/d currently and to 6 million b/d within 10 years.

In a second phase, running for three years, companies would be expected to introduce enhanced oil recovery, which Iraqi officials say might be needed to achieve the target increases in some fields.

“We have announced the first public and transparent licensing round in the history of Iraq , but it’s normal that we make a direct call for companies to offer support to Iraqi companies in procuring equipment which will be deployed and operated by us,” he said.

He said the same thing applies to ongoing gas negotiations with Royal Dutch Shell. The two sides are discussing the establishment of a joint venture with South Gas Co. to gather and process associated gas now flared in southern Iraq and sell it

to Iraqi power and industrial facilities and export the excess.

“There are no biddable parameters for this project,” he said. “A third party will do the valuation of the Iraqi assets in the joint venture which will buy the raw gas and sell the processed gas according to international prices. No biddable parameters apply to any part of this scheme.”

Do we remember some of the main objections that were made by Iraqi oil experts when the first draft oil law was heard off? Do you remember the Annexes? Then Annex 1 & 2 were all for INOC with Annex 3 in between and Annex 4 (blocks) to be opened for bidding. According to KRG (objection) that scheme allocated 93% of proven reserves to INOC! Then, we asked for a bigger responsibility for INOC through national efforts. What will SOC, NOC, INOC have as per the new plan?

Now, the Majors are to conquer all the producing fields and be responsible for operation. Isn't a full return by those companies who were nationalized in 1972-1975?

joseandom copia la info que esta ahi llevala a algun traductor de ingles a español y leela por ti mismo. No quiero comentar ya ninguna noticia solo las posteare porque despues me cae un aguacero de criticas. Basicamente el que postea la noticia que es de Iraq da a entender que ellos quieren manejar lo de el petroleo por ellos mismos. El da un resumen de todo pero lee al final de la nota todo lo que escribio.
Por eso dije que comenten ustedes yo no pienso hacerlo. Cumplo con ponerles noticias de todos lados, buenas, malas, regulares, tremendas.... DE TODO !!!! Eso es lo que hay.

Este es un importante punto de inflexión en la historia de nuestro país y la industria petrolera.

Estoy teniendo la libertad de actualización con las últimas novedades (mis disculpas por usar el idioma Inglés debido a las limitaciones de mecanografía):

-- Los colegas que asistieron a la reunión con el ministro Shahrastani 13 de Junio debe recordar su respuesta a una pregunta sobre la forma en que el COI que se vaya a adjudicar un contrato de servicios trabajarán con las responsabilidades del SOC y la NOC.

Dijo que pueden forman una empresa conjunta de explotación! En su conferencia de prensa del 30 de junio, se refirió a una participación local de 25%! Esto significa que el papel nacional será una propiedad del 25% de la nueva empresa! El COI será el operador.

-- En la carta oficial enviada por el Ministerio hace unos días a las empresas precalificados, se dice lo siguiente y cito:

"Algunas normas se aplicarán a las operaciones necesarios (por ejemplo, IOCS que deseen operar el oleoducto Kirkuk campo han demostrado experiencia en gran escala, la producción de gas agrio operaciones) y de los consorcios ofertantes mínimo en relación con los niveles de participación, las ofertas de restricciones, garantías, etc éxito de los ofertantes se , Por supuesto, cumplir con las leyes y reglamentos aplicables en materia de cooperar estructura, el domicilio, estatutos, etc)

También estoy declarando por debajo de partes de una entrevista realizada con el ministro Shahrastani y 17 de Julio publicado en el International Oil Daily:

"Estoy de acuerdo en que es ambicioso, pero estamos hablando de la producción de los campos donde la producción y otros datos ya están disponibles y la mayoría de las empresas dispone de información suficiente, por lo que un año es suficiente", al-Shahristani dijo.

Por otra parte, dijo a funcionarios de los ministerios de Petróleo Internacional de Prensa que las empresas pueden dividirse en tres categorías. Una categoría podría oferta de petróleo y de todos los campos de gas, otro para todos los campos excepto en Kirkuk - un campo complejo, debido a su fractura de depósito ácido y gas - y una tercera sólo como parte de un grupo.

Las empresas que ganar los contratos se espera que presenten planes de desarrollo dentro de los seis meses de obtener la aprobación del gobierno y para impulsar la capacidad de producción a los objetivos definidos dentro de los tres primeros años, o por el inicio de 2013.

El objetivo son los aumentos 200000 barriles por día en Kirkuk, 100000 b / d para Bai Hassan, 800000 b / d de Rumaila Norte y el Sur, 250000 b / d de Zubair,

150000 b / d de Qurna occidental y 150000 b / d para los campos de Missan.

En este momento, los seis campos están produciendo junto a unos 2,1 millones de b / d. Iraq's plan quinquenal destinado a levantar la capacidad de producción nacional a 4,5 millones de b / d en 2013 de 2,5 millones de b / d y actualmente a 6 millones de b / d dentro de 10 años.

"Un tercero hará la valoración de los activos iraquíes en la empresa conjunta que van a comprar el gas en bruto y vender el gas procesado en función de los precios internacionales. No biddable parámetros se aplican a cualquier parte de este régimen. "

¿Recordar algunas de las principales objeciones que se hicieron por el petróleo iraquí expertos cuando el primer proyecto de ley de petróleo se oyó? ¿Te acuerdas de los anexos? A continuación el anexo 1 y 2 fueron todos para INOC con el anexo de entre 3 y Anexo 4 (bloques) que se abrió a licitación pública. Según KRG (objeción) que régimen asignado el 93% de las reservas a INOC! Entonces, hemos pedido una mayor responsabilidad para INOC a través de los esfuerzos nacionales. ¿Qué SOC, NOC, INOC tienen como por el nuevo plan?

Ahora, las empresas principales para conquistar todos los campos productores y se encargará de la operación. No es un regreso completo de las empresas que fueron nacionalizadas en 1972-1975?
