قالت عضو مجلس النواب عن التحالف الكردستاني تانيا طلعت إن على البرلمان، عدم تمرير قوانين تمس الحق الدستوري للمرأة في التمثيل السياسي، كما حصل في إقرار قانون انتخاب مجالس المحافظات".

وأشارت طلعت في حديث لـ"نيوزماتيك" مساء يوم الجمعة، إلى أن "قانون انتخاب مجالس المحافظات، لم يحتوي على نص يضمن حصول النساء على ما لا يقل عن نسبة 25% التي اقرها الدستور العراقي، وركز فقط على ضمان هذه النسبة فقط للمرشحات في الدوائر الانتخابية، مما يعتبر خرقا دستوريا كبيرا".
Talat noted in an interview with "Uzmatik" Friday evening, that "the district councils election law, the text did not contain guarantees that women have access to at least 25% approved by the Iraqi constitution, and focused only on ensuring that only the percentage of women candidates in the constituencies Election, which is regarded as a breach constitutionally significant. "

وتنص الفقرة رابعا من المادة 47 من الدستور العراقي الدائم الذي اقر عام 2005 على أن "يستهدف قانون الانتخابات تحقيق نسبة تمثيل للنساء لا تقل عن الربع من أعضاء مجلس النواب".
Paragraph IV of Article 47 of the permanent Iraqi constitution approved in 2005 that "the electoral law to achieve the proportion of women representation not less than quarter of the members of the House."

وبينت طلعت أن "المحكمة الاتحادية أكدت أن النص الدستوري الذي يضمن حق النساء في المشاركة بنسبة 25% يشمل مجالس المحافظات والأقضية والنواحي، وأنها لا تتعلق بمجلس النواب فقط".
Talat indicated that "the Federal Court affirmed that the constitutional provision that guarantees the right of women to participate by 25% include provincial and district councils and wards, and they do not relate House only."

وأوضحت طلعت انه "رغم الجهود الذي بذلت داخل البرلمان لمنع إقرار الفقرة الخاصة بالتمثيل النسوي، إلا أن القانون تم إقراره، ولولا نقض رئاسة الجمهورية لتلك الفقرة لكانت مررت" حسب تعبيرها.
Talat explained that "despite the efforts which were made inside the Parliament to prevent the adoption of the paragraph concerning representation of women, but the law was passed, but does not set aside the presidency of that paragraph have been passed" as she called.

وكان عضو مجلس النواب عن قائمة الائتلاف الموحد حسن السنيد قد قال في حديث سابق لـ"نيوزماتيك" أن "جانبا من النقوض التي قدمتها رئاسة الجمهورية حول القانون، تعلق بعدم ضمان القانون النسبة النسائية التي حددها الدستور لمشاركة المرأة في الحياة السياسية والبالغة 25% من مجموع أعضاء مجالس المحافظات".

Tanya Talat described the presidency's position on the representation of women in provincial assemblies, a "great victory for the women's movement in Iraq", adding that "this does not mean cessation efforts in Parliament and rely on the presidency, which is the last barrier to approve any law."

وكان البرلمان العراقي قد، صوت الثلاثاء الماضي، بالموافقة على قانون انتخابات مجالس المحافظات الذي نقضته رئاسة الجمهورية فيما بعد في جلسة أثارت الكثير من الجدل بين الكتل النيابية بسبب اعتمادها التصويت العلني والسري لبعض فقرات القانون، مما أدى الى انسحاب كتلة التحالف الكردستاني من الجلسة احتجاجا على طريقة التصويت.
The Iraqi parliament had voted last Tuesday, the approval of the provincial council elections law which set aside the presidency later in the meeting raised a lot of controversy between the parliamentary blocs to vote because of their dependence overt and covert some of the paragraphs of the law, which led to the withdrawal of the Kurdistan Alliance bloc of the meeting in protest at Method of voting.

يذكر أن المرأة العراقية حصلت على نسبة 25% من إجمالي مقاعد مجلس النواب العراقي ومجالس المحافظات العراقية في الانتخابات النيابية والمحلية التي جرت بداية ونهاية عام 2005، والتي اعتبرت نقلة نوعية في التمثيل السياسي والنيابي للمرأة، ليس في العراق فحسب بل في كل منطقة الشرق الأوسط.
It is noteworthy that the Iraqi women got 25% of the total seats in the Iraqi parliament and provincial councils in Iraq's parliamentary and local elections that took place beginning and end in 2005, which was considered a qualitative leap in political representation in parliament for women, not only in Iraq but in all the Middle East region.
