Bill to Overhaul US Wiretap Law Clears Senate Hurdle

Legislation to revise U.S. surveillance law survived a key test vote in the Senate Wednesday, despite opposition from some majority Democrats to a provision protecting telephone companies from possible privacy lawsuits. The Senate could give final approval to the bill and send it to President Bush for his signature before a congressional recess next week. VOA's Deborah Tate reports from Capitol Hill.

What does the constitution say? No one seems to think that is relevant. Only congress has the authority to declare war. Like it or not, that is the guidline we should be kept to. GW got the blessing of Congress but weasled out of their responsiblility and now blame him for the war. It would have been a different story, I believe, if we'd adhered to the Constitution in this, as well as all other matters. A declaration of war is essential to establishing a unity of purpose so necessary in a time of warfare. No wonder the congress is at 9% approval rating.
