Much like the HCL and the TSA contracts have morphed into no-bid contracts the SOFA seems to be doing the same with a MoU that was alluded to but not specifically mentioned in this article.
Granted, I don't quite understand the technical aspects or differences between the SOFA and the MoU (note the SOFA also sidesteps a formal treaty), but it seems to be a lesser agreement that doesn't require as much political involvement.
In the last week to 10 days it seems that the Iraqis have developed a real sense of themsleves and realize they're the ones in power. They seem to realize they have the US over a barrel. There's a lot of political maneuvering going on and all we can do is wait and see how the dust settles.
I venture to say it will turn out for their best interests and I have every confidence in our venture, but I also advocate prudence.

Sponson I was always of the assumption that it was the Americans who had the Iraqis over a barrel with their Sovereignty Veto; I have either misunderstood that part or as you state; it is the Iraqis who have the upperhand. If this is so, then they are playing very good politics.
I wonder if the Iraqis are positioning themselves in some way to strike a deal for the American vote but what is on offer because they seem to be handling their oil affairs very well.
Anyone shed any light,

The US wants to stay in Iraq to protect their oil interests and maintain a ME presence, but there's really no reason for us to be there; thus, the political intrigue about Article VII, Sovereignty, the HCL, SOFA, etc.

I'm starting to think that the US either doesn't have, or is not using, all the influence I once thought. You're right Sponson, the Iraqi Govt is playing extreme political hardball....dust settle please.
